We have not built, and do not plan to build, the capability to move individual characters from platform to platform. We were only able to move characters in bulk for consoles once on June 1st, 2015 because the database tables we copied to were brand new (empty). Now that the database tables are filled with other data, the techniques we used before no longer work.
Of course there is, there are many MMOs that allow character transfers where this 'problem' is handled .. the fact it's cross-platform is irrelevant.There is no possible way to resolve the problem with character names, reserved on another platform by other players.

ZOS have decided they're not going to make the effort, that's their decision to make, but it is not 'impossible'.
You would need to buy out every single PC account that ZoS determines might be impacted by your account transfer.
If I had such a PC account, my price would run to seven digits. Just because I can.

True. It is much easier to do this on a server that is not live. It simply comes down to Zos has decided to not build a tool to get the job done. That may have more to do with agreements they have with the consoles.There is no possible way to resolve the problem with character names, reserved on another platform by other players.
This is really a non-issue as it would be part of a tool for transferring if Zos decided to build it. Other games solve it by adding numbers to the end of character names and you would give priority to the characters already on the destination server.
But again, Zos has chosen to not build the tool to get the job done.

Except Sony does allow cross play.
There's cross play in FFXIV between PS4 and PC. Same with DC online. Cross play between PS4 and PC. Many other games as well.
I think you need to look at the other console for cross play hold ups....

And you have coded how many games in an MMO Mega Server platform?
Got 14 characters on Xbox EU : all max lvled, guild lines lvled, every stuff as gold items, housing, all skins, lvl 50 pvp rank, ESO+ member since 2015. I've spent over thousand euros in this game, played over thousands hours.
I also grinded 6 characters on PC EU, 900 champion points, guild lines, skillpoints, took ESO+, spent money to bough crowns.
