In short your taskbar should only contain ESO, below 16 and you are on an potato.
32 or better 64 and issue goes away, having zones in ram then porting back is an buff.
For DPS ESO is mostly about skill, for FPS its all about gear,

oh wow i didnt expect this, i upgraded to 3900X and my issue was solved. What all did you change in your system? along with the cpu I got a new mobo, new nvme ssd, fresh install of windows, new ram. Same video card, same power supply.
