I thought 20% increased spell damage would be something you'd always want up. What am I missing? Nobody runs this skill at all.

I do use Power Surge on my Magsorc, lots of people do.
Its main benefit is a proc of almost 3k health, every time you do a crit, which with a high crit build and running Boundless Storm, means you can proc health every second, so this combination, usually also with a damage shield in the rotation, is very powerful for survivability.
The 20% damage buff is also excellent, because not everyone runs damage potions.

Not only Boundless. In PvE just drop a blockade and Liquid/Flood and you are almost immortal for the duration. In PvP Boundless and any single target dots like Reach's burning or you pet give a lot of healing.
Major Sorcery = Potions
Healing = Healers
It's a good solo skill and a good group skill in limited situations when you need self healing (portals, runner, etc) but good players in difficult content are using potions on cooldown and there's not a compelling reason to not use spell power/crit/magicka pots.
Saying, "I'm not going to do that" is fine, play however you want to! If you are not going to pop potions on cooldown you're not doing content where it matters anyways so the debate is moot.
