The game is p2w or at best has paywalls.

Every game has pay walls. The fact you need to purchase a DLC or have a subscription to access the DLC is a pay wall and it would be absurd to think a game of this size should be free. However, that does not make it P2W and really nothing in ESO is P2W as you cannot buy anything via the crown store that would make you stronger than anything that can be obtained in game. It seems rather erroneous to suggest otherwise.

Pay to Win, Pay for Convenience or paywalls all amount to the same thing, increasingly scummy monetization schemes. People will happily criticize "Korean MMO's" for their shady cash shops, yet new classes and content are free on them. On ESO, new classes (and the Imperial race) are locked behind paywalls, which I'd also argue becomes p2w (although with zos's incompetence with balancing, pay to lose as well).
