Minor Lifesteal mechanics

1. I thought Minor Lifesteal returned a flat amount of health. What's the real story?
2, Player D debuffs Enemy E with Minor Lifesteal. Player A then attacks E and gets health back. Who is doing the healing? Player A (who triggered the proc) or Player D (who cast the skill that caused the healing in the first place)?

Xogath✭✭✭I would say that the debuff's returns vary on a player-by-player basis.
Meaning, it doesn't matter who places the debuff on the target.. what matters are our passive effects.
So, for instance, if you somehow have 8% Increased Healing due to some buff or item set, or CP, then it stands to reason that you will, overall, receive more healing than I would from the debuff. The critical returns on it are probably based off of Spell Critical, or maybe after U23, our highest offensive stat critical rating.
If it works any differently than that I would be surprised, as it would just be unnecessary complexity to a debuff that should be rather simple to calculate.0 -

Anyhow, my real issue is who gets "credit" for the heal, to proc Spell Power Cure, other "healing" sets, Green Balance passives or whatever.0 -
