it worked about 4 days ago. have you reloged multiple times? I know I had to do that to get the lore book in that room because it had fallen through the table,

This is still an issue, it has not been fixed!

I've abandoned the quest for now after multiple attempts to no avail. will try again tomorrow and hope that some thing has corrected itself allowing me to continue with the quest.

It was only fixed for me the next day. It might be back. I'm taking a break from ESO after only some hours of playing it...got too bugged.

Just an update. I gave up on trying to finish that quest and logged off for a couple hours , logged back and the quest was working again. Must be some sort of instancing bug , idk.

I made it 2 times in the BWEs, so I guess its an instancing problem as others said. Shame I tho they would have the instancing fixed after the last beta, but I waited one full month to get in (started today) and it seems it was not enough..

I made it the same day I posted. I must have replied again.

Made a few relogs (a few, more) and I was placed in a new instance (I was alone and not crowded by other 12 players) and I could talk to the NPC and kill the commander.

I tried logging in/out a few times, completely shut down the game restarted, tried it solo and in a group, tried exiting re-entering the door and finally abandoning then restarting the quest, all to no avail. Will try again later.

Seems it's only bugged to some, not all. I did this quest a while back, but after the OP posted this, like mid-late April maybe, don't ask for an exact date, I'm lucky I know what day of the week it is.

It worked for me after this week's server maintenance, the quest had been reset/abandoned but is easy enough to pick up again. So I'm guessing it's fixed for everyone.
