Are resistances capped or not?

Hey all,
I'm starting to get into tanking, and i've heard two sides to this. Some people say resistances are capped at 33k and anymore won't do anything, while some say ZOS removed resistance caps and after 33k there are diminishing returns but it still adds to damage mitigation. For example, 45k resistance mitigates more damage than 33k.
Can anyone verify this?

✭✭✭✭✭For PVE, there's no point to going over the reistance cap because PVE mobs and bosses have no penetration.
For PVP, going over the resistance cap can counter enemy players with penetration, because penetration effectively cancels out that amount of resistances.2
