Wut? Olorime last 30 seconds and it's an on demand proc every 10 seconds.
For PvE you have 0 reason to use SPC over Olorime. Even for PvP you don't need SPC if you have Perfected Olorime.
Unless you were making a joke idk.
you are assuming that your group members will actualy be so kind as to group up when you need to refresh the olo buff on them instead of spreading out all over the place and running around like headless chickens. Olo is good with premades. for pugs, especialy dungeon pugs - SPC is still better.
I am speaking from my point of view. If i'm doing high mmr bgs, everyone is decent enough to step in the olorime buff once every 30 seconds. If i'm in cyrodiil which is rare for me, I sure as hell won't be with a PUG because i'm not a zergling. You obviously are. Olorime does proc off AOE's you are correct.
However, when it procs it creates a rune of light on the ground.
The only people who get the buff are the people standing in said rune.
You do not have to stand in the rune.
You only need to touch the rune once to get your 30-second buff.
When the tank aggroes, and you then throw some AoE into the path of your DDs, they get their buff for the next 30 seconds, wherever they may roam.

You don't need them to really group up. Olorime procs off AoEs, so things like Healing Springs that you throw their way anyway, and it lasts longer than the cooldown. You can have your DDs on opposite sides of the room and still keep up their buff by timing them like 15 seconds apart.
they have to actualy BE in that AoE in order to get the buff, so if they are running around like headless chickens, if i'm lucky, i'll get one of them
edited - didn't see the post above me, which explained it, but yes, what they said. SPC is just far less fiddly and more effective set in pugs OR in fights where you have to spread out. I don't even pvp in Cyrodil and when i go into battlegrounds - its on dps. try again please.
however, i DO pug dungeons on my healer. and from my experience the ONLY expectation i have of dps is that they are attacking things. i'm pleasantly surprised if they bother to move out of red on a ground. expecting them to be good enough as to run into my olo rune? that... is asking far too much.
P.S. some of us are not such badasses as to farm vet cloudrest for perfected olo. some of us have to make do with regular stuff. god the myopic views some of you "elites" hold are just...
