For PvE you have 0 reason to use SPC over Olorime. Even for PvP you don't need SPC if you have Perfected Olorime.

you are assuming that your group members will actualy be so kind as to group up when you need to refresh the olo buff on them instead of spreading out all over the place and running around like headless chickens. Olo is good with premades. for pugs, especialy dungeon pugs - SPC is still better.

I am speaking from my point of view. If i'm doing high mmr bgs, everyone is decent enough to step in the olorime buff once every 30 seconds. If i'm in cyrodiil which is rare for me, I sure as hell won't be with a PUG because i'm not a zergling. You obviously are. Olorime does proc off AOE's you are correct.
However, when it procs it creates a rune of light on the ground.
The only people who get the buff are the people standing in said rune.

You don't need them to really group up. Olorime procs off AoEs, so things like Healing Springs that you throw their way anyway, and it lasts longer than the cooldown. You can have your DDs on opposite sides of the room and still keep up their buff by timing them like 15 seconds apart.
