Are you sure they're not just leveling up really slow?
Some of the morphs need a lot of XP to rank up.
If you're on PC you can see the exact amount of XP a morph gained using addons.

Nephthys✭✭✭On my main I had a problem where I had to log off and back on before skill progress would show up. I think if memory serves, it happened around the level 40 - 50 mark. It did level, but just didn’t show up.Dunmer magicka Necromancer DPS/Healer0 -

✭✭✭✭✭Skills on back bar tend to level slower as you tend to be on front bar then killing stuff.
Switch to front bar before delivering quests or before last pinion on dolmen are closed.Grinding just make you go in circles.

✭✭✭✭✭My skill morphs are leveling. Morphs do tend to level slower.
And, most Morphs do not really increase in power, or all that much when they do. In fact, most of the power increase will come from the underlying attribute or damage stat increasing as you level.Enjoy the game, life is what you really want to be worried about.

As others noted, the progress is different at times. Each rank will require more XP to level than the previous one, and morphs will always require a lot more XP than the base skills they come from , so by the time you get to any morph rank IV, it really does seem sometimes like it's not budging.
there was an issue with the leveling of skills & morphs not displaying properly that was introduced some time last year by zos but it was eventually resolved some time earlier this year. The skills were in fact leveling but you couldn't see the progress in real time, especially with the progress bars temporarily missing from the skill tooltips (part of the bug they introduced). If I recall, the worst of the bug occurred when you ranked a base skill from III to IV, and the skill page didn't reflect it, so it didn't give you the morph button and you were unable to morph at that moment, until you relogged or zoned. That was a real pain, but it's completely fixed now by zos, from what i can see.
If you are on pc, do try the harven's addon ref'd in a previous message. It allows you to see the exact percentage and even better, the exact XP obtained and the total needed for the next rank as you progress. These numbers display right on the progress bars themselves of the skills. That would help you verify if your progress really is stuck, or if it's just slow. It's even helped me a couple times when I'd be close to rank IV of either a base or a morph, and I knew that the XP for a quest I was about to turn in would be partially wasted, so I'd go kill a few alits or what have you, rank up, then either morph or swap out the skill, then turn in the quest so that the skill got the full benefit of the XP.
