Gharesh-ri seems kind of in-between. I took a screenshot with him as well when I was doing the others. He is taller than a max-height Khajiit, but he is shorter than Zamarak and Grand Adept Ma'jha-dro. Where my max-height character came up to their chin/mouth, he comes up to the top of Gharesh-ri's nose.
I do agree, though. Most likely a shorter Cathay-raht.
