I'd like to genuinely believe he is trying to help the people of Elsweyr. He sounded pretty sincere with his motives.
Still... after all my toons has been through, it would be wise to keep a close eye on him. Personally I am hoping he turns out to be a good guy.

It's heavily evidenced if you pay close attention to the Elsweyr main quest and read between the lines of Pacrooti's hireling messages. In fact, they've been building up to it since Dragon Bones DLC.
