I've been in dungeons with dps who can't dps. What do people who suck at all 3 roles queue as? Or does OP expect them to not do dungeons at all?
Quit complaining about getting bad people in queues, it is random after all. Find 3 friends, use zone chat, etc

Are they taunting with ice staff? That has to be the most awkward, unreliable taunt in the game. Other than that, ice staff does have more block mitigation than other staves, but I'm using lightning staff back bar on my tanks for the debugs, and try to always block on my s/b bar.

Ice staff taunting means heavies going out, meaning you also get a small damage shield for free. That with the CP free shield from blocking, you have yourself a basically free 4k or so damage shield with about 100% uptime on your tank. That's not too bad considering it's free.
As for being unreliable, it'll depend on situation. All taunts gave their moment, and from class to class, or can be more or less useful too.
And ice staff tanking is quite fun of you're not going vetdlc stuff.

That might get in the way of 'play as you want' but yes, people who complain about a lack of tanks should roll their own. Or, you know, make a tank. Solves your fake tank problems right there. Unfortunately it doesn't do much for other people's fake tank problems since it doesn't stop fake tanks from clogging up the queue.

I play as DD and I queue as healer in vet dungeons and as tank in normal ones in order to get in faster. I won't slot any group heals or taunts.

And then just change your bar once the group is formed?

I agree. Though I won't pug on my tank, my magplar healer is perfectly happy pugging a fair number of selected dungeons that don't have overly obtuse mechanics. In fact, I sometimes refer to her as a pug healer since she has no interest in complicated dlc dungeons or trials - even with a coordinated group.
While she is very clearly a healer, her skill choices are slightly different than many healers run for more coordinated groups. Pugs do not stack in a manner to make the healer's job easier - so Combat Prayer is a waste. Though she might toy with dropping Breath of Life for a well-coordinated group (and relying on Combat Prayer + Healing Springs + Hots), BoL is essential for pugs where players routinely surprise her with their semiself-destructive antics. Fake tanks mean my healer slots Sweeps and Channeled Focus - meaning she can take a boss in her face as long as it decides she is her preferred target. And while the boss is in her face, the rest of her team does not require much healing since she is dealing with most of the damage. Pugs also mean modest dps so both her ults are damage and she runs reflective light. Her basic 'healing' rotation generates over 15k dps from 'incidental' damage (weaving, Reflective Light, Blockade, Shards). If she is holding a boss and focused on mostly damage, she can generate over 20k. Overall, I'm pretty pleased with her 'pug healer' set up and find it very flexible.
