There should be an option on were to start that you select right after character creation
Option 1: Coldharbour Start: Start the game at the beginning *brief rundown of the story arc* and then in yellow lettering "recommended for those new to Elder Scrolls and those that want a full cohesive story"
Option 2 Elyswer/Future Chapter start- Jump right into the newest content in the Elder Scrolls Online *brief overview of the chapter* in yellow lettering "recommended for current and returning players some story elements might not make sense if you choose this start as a new player.

No. Because you can start the story at any point. But there is a quest one gets early on, unless they ignore the quest giver, that helps them find their way to cold harbor.

True, but ZOS wants to move the starting point every year, for happy new players who want to play what they just bought, and they don't want to go back and fix the old, forgotten, start points so the story is cohesive.
Maybe research shows players don't stick around that long... ?
