So, yes. It makes sense from a story perspective it's just that it's not clearly spelled out in the game that this whole game takes place during a Dragon Break. Several People throughout the years have already went into detail about how this makes sense too.
If you don't know much about lore though, then you prob don't even know what a Dragon Break is. But to just get a basic understanding: A Dragon Break is essentially a moment in time where there the linear time is broken and becomes non-linear and is often caused by mortals manipulating divine matters, which is essentially like an average day for a player in Elderscrolls Online.
I'm too lazy to type more or argue over this. But this is essentially why you'll get people that would forget all about you from time to time from a lore perspective. So it's not breaking lore but it makes sense that this would be a thing during a dragon break.

In games like EQ2 the dragon did not speak to you if you havent learned his language. And his majordomo didnt talk to you if you havent learned the language of the giants.
The magic word is prerequisites. I am here since 2015, but a new player doesnt get a choice to start classic or up-to-date.
