Even this would seem to require some major work. We do not have cloth physics which is why the only cape in the game is stapled to our buts and does not move.
To add cloth physics would require major rework of the game that Zos seems set on not doing and the player base spoke loudly when it expressed it was upset that the cape with the Breton hero costume was stiff.

It’s not based on cloth physics, it’s based on animation. If you use that extra bone in the back of the model that allows for the different pieces of the Treasure Hunter costume to move separately then you just have to animate the behave to work like ponytails. They don’t fly off the head, but they sway a little when you move and jump.
Not very much longer than this.
