I've even seen it each time I've gone to the same area repeatedly, which surprises me since most of the time it will clear up after a few moments, but then repeat shortly afterwards when I go back to the same area.
When it's most annoying is when I hit a patch while galloping and it either sticks me in place for a while, or alternately makes my mount gallop in place about 4X faster until it clears.

I usually only see it in Cyrodiil, and it's rare that I do. But it has happened in other zones.

Any time I get the 'Running on mount' bug - I swap to 'Walking on mount' mode.
I think it looks more dignified than running.

That bug can be instantly cancelled, but most riders seem to keep it going presumably because they think it looks cool. In some ways it's become more of a feature than a bug, albeit a much rarer one these days, I doubt if I've seen it on other players more than half a dozen times this year, and I've only experienced it myself a handful of times since PC launch.
@Colecovision I get that some people find it difficult to accept that not all players experience all the problems that they have with the game, and therefore either think those players reporting no issues have become so used to the issues that they don't notice them any more, or else (and I have seen these claims made here) they think that those players are all experiencing the same issues but are either too stupid to realise it, are lying, or are paid by ZOS. The fact is, however, that a lot of the issues are specific to certain playstyles and other aspects of the game so it's perfectly understandable that not all players experience them.
