This is a major pet peeve of mine and one of the biggest flaws of IC that keeps people away; Tel Var, like Alliance Points, are a borderline useless currency
They're slightly less useless than AP, but still have little value past getting whatever armor set you want (and now that Black Rose was nerfed, no one even uses IC sets anymore)
But anyway, yes, I just tested it, bought a heap of satchels with the hoard of TV I have banked... nada.
Those alchemy ingredients will remain extremely rare and therefore outrageously overpriced and inaccessible to 99.9% of the player base, effectively negating their addition to the game in terms of new content that people get to experiment with/enjoy.
Adding them to TV satchels would go a long way to fixing both these problems but good luck getting them to do it.
