I just earned a 2k bounty because I can't help but fidget with my keys/mouse when I'm standing around. I casted a pet who then decided to kill a NPC (despite the fact that I have the setting to attack NPCs turned off, which pets seem to ignore), which earned me a 1200 bounty, and then in an attempt to not die to the guard who agro'd me I used my mender to stay alive as I got away, earning me an extra 270g bounty every time I recasted the pet to heal.
I don't even really care about the gold. I have ten million gold, so 2k gold doesn't really matter. What does matter to me is being punished because of something that I can't help due to choosing to play a necro. Knowing this is going to earn me a bounty and a possible death every time won't stop me from fidgeting with my keys while I'm not busy. I honestly cannot help it. I know there are people out there like me too because I see them in game every day. That player who is jumping around and casting abilities here and there in town--they probably can't really help it. That's just what they do, that's how they are, and to be punished for it is frankly pretty terrible.
At least give us an option to turn this off. No matter how hard I try to remind myself not to use those keys, I'm going to do it anyway because that's how I am. It's like telling me that even though I have an itch that I really need to scratch, I'm not allowed to, and if I do, I'm going to be punished for it. I'll do it anyway (and you probably would too) because it's an unconscious act or reaction that we can't really help.
Meh. Rather have ADD/ADHD versus not being able to hear anything in the game what so ever. Background conversation? Nope.

Don't know what sounds abilities make. Or even if, when ever caught using criminal acts in the game how the guards or NPCs sound, or even the music.
But, still doesn't stop me from having fun and doing my own things to keep active. As well, if kids or wife show up asking me anything. I'm not doing anything since i have to sign to them. Both hands off the keyboard. Sometimes i have to die to a guard to talk to my family and friends. All MINOR in the grand scheme of things.
I dont want to agree with you cause ZOS doing this was only a good thing for lore immersion, and i hope they expand it to include werewolves, vampires, daedric magic etc. And when it comes to duels, how about this. Leave town. Duel outside. ZOS gave us an entire arena to the west of Wayrest just tor dueling that everyone ignores.
I dont know what else to say other than to just deal with it.Thats not me being mean, thats just your only option. Like other people said, ZOS isnt going to cater to you for your personal struggles.
The game you're suggesting ESO should be is not a game that a lot of people want to play. It would make the game completely unplayable for anyone who was a vamp or ww as they wouldn't be able to interact with any npcs to get quests, dailies, use wayshrines without being agro'd by guards and NPCs as soon as they port, etc. You'd basically be ruining the game for a substantial portion of the playerbase. Why the hell would you want that?

Necro summons being a criminal act was obviously poorly thought out due to how it affects dueling and how you can't even use those abilities without getting a bounty/agroing guards and NPCs while questing too. It's an annoyance and a time waster. There's nothing interesting or unique about it when we have vampries, werewolves, and daedric pets flying around everywhere who the guards don't seem to care about, not to mention non-combat/crown store pets which would be lore breaking, or even mementos which summon, uh, gigantic undead dragons.

It's a lore thing, there's no way around with. You can imagine the uproar from the playerbase if necro can just summon corpses in the middle of the town, since you know, necromancy is illegal in Tamriel according to the lore. People will complain that it is unimmersive, unlorefriendly, and it is against everything Elder Scrolls stands for, yadayada whatever.
It's something we have to deal with. The uproar from the playerbase will even be 10 million times much worse otherwise.

I have ADHD as well but I don't see as much of a problem. The pets needs a target anyways.

True. The pet that will go kill something without you taking additional action after it is spawned can only be spawned if you target something it can attack. So OP is getting a bounty because they sent an attack to a NPC.
The pets we can spawn without having something targeted will not attack anything unless you enter combat, or are already in combat. They will get you a bounty, but that is a different story.
