If ZOS haven't nerfed mobility to the ground we wouldn't have had such a prevalent tank meta as we've at the moment. The nerfs to snare-immunity, expedition uptime and swift trait forced people to build more "bulky" and tankier since they could no longer kite as efficient.
So instead of running swift on all of your builds people went over to running protective on almost all of their PvP setups.
And yet people think heavy armor is the issue in PvP...... :P

tank is a more efficient build path in pvp, mitigation is not cut in half, damage and healing are. so if you build for things like health, resistances, recovery, etc. you get the full 100% benefit of your build.
if however you build full damage, your entire build got reduced by 50%
Cap health at 30k in cp enabled PvP.
Cap resistances at 35k

Non proc dmg is fine without CP imo. Procs (and maybe bleeds) are the main issue there.
CP are mainly a bonus to active defense, but there is also an imbalance between offensive and defensive gear boni, which - regardless of CP - favours passive tankyness, especially after nerfs to mobility and changes to shields (i still hate nerfmire changes).
Only stam can really pose a threat and still keep tankiness with no downsides, that's thanks to bleed,SnB, overpowered sets, etc. They can't nerf "tanks" doing damage without making everyone suffer.
Well yeah they can, but instead they want to focus on destroying classes for the next new one on the block...

Monster sets in no-CP are really strong. A proc like Valkyn Skoria often ends up being what kills me in an otherwise even battle.
