I would almost rather it be underwhelming, and then be improved upon, than come OP out the gate. Especially with so many people playing them right now. Let them be weak and have their moment, and then slowly reevaluate the skill lines and tweak it to bring it up to par with the others.
I like my StamRomancer. The DPS rotation is similar to the Stamina Warden, but with better animations.

Blastbones is glitched and does far less damage than the tooltip implies it should, not to mention its horrendous pathing and the fact that they can be killed in pvp.
The class lacks many things that most other classes have such as an execute and while you can pick these up with weapon skills the passives actively (passively?) Discourage you from doing so if youre a dps.
The beautiful flaming doom balls are weak compared to other classes spammables and the ricochet skulls fail to properly proc sometimes.
Its just a bit surprising it was allowed to make it to live in the state its in.
Personally I find the idea of a "Stam-anything" that deals with Magic, absurd.
What are you gonna do, sweat a buncha bones on me?
I've always hated "Stam" builds that went outside of Bows, 1H, 2H, or Shield abilities.
Elder Scrolls is about Magicka.
Stam-crap was just invented to appease the /whiners.
PvP wise for magcro - ok defense and meh offense.

I think Necro is less underwhelming than Warden was at launch. Hell, it’s still better than mag-warden!
