Blastbones damage bugged

Tooltip says Blastbones deal 12k damage. Flaming Skull's tooltip shows 7k damage.
But when I use these skills Flaming Skull deals more damage than Blastbones. Something isn't right.

There are several skills that do not represent their tooltip damage on my low-level necro (including weapon skills), but those same skills work as expected on my max level Warden.King of Beasts0 -

Have you tried it in an actual dungeon/trail? I have had no trouble with damage there but on test dummies and overland, yes.0 -
