Level 7 bag upgrade

Did they do away with this? There are a couple of posts on general where people are saying they didn't get the bag upgrade at level 7. I'm about to hit 7 on my new necromancer and was jjust curious if they got rid of it as a reward or is it a bug. Thanks for any help!
