The tooltips say that both morphs affect 6 targets, and also that one morph affects more targets than the other does.

I suspect a tooltip error. :)

    I don't know what the tooltips currently on the PTS say, but the morphed melee version should effect up to 6 targets, the other morph is ground placed trap(x2) that can potentially effect up to 6 targets each.

    What sort of tooltip error are you referring to?
    || AD - Rah'Jiin Lv50 Khajiit Nightblade (Damage) || EP - Generic Argonian Lv50 Argonian Nightblade (Tank) || DC - Zinkotsu Lv50 Breton Nightblade (Healer) ||
    || DC - Ja'Kiro Feral-Heart Lv50 Khajiit Dragonknight (Damage) || EP - VaxtinTheWolf Lv50 Redguard Templar (Tank) || AD - Velik Iranis Lv50 Dark Elf Sorcerer (Tank ) ||

    They both say they fear up to 6 eneies, in line with your comment.

    Further, the description at the time of making a morph choice characterizes Mass Hysteria as increasing the number of targets who can be feared, whereas Manifestation of Terror is characterized as creating two traps.

    What's more, Manifestation of Terror, by its tooltip, is superior to Mass Hysteria in every way, except perhaps for the delay. It's ranged, there are two traps, and the duration of the fear is doubled.

    I'm guessing that the claim that Manifestation of Terror fears 6 enemies per trap is in error.

    It is not an error. It's just that you aren't going to get 6 enemies in the small radius of each trap.

    But you can potentially trap up to 12 enemies with Manifestation of Terror.

    It probably is a tooltip error. However manifestation of terror sets two traps, one at your location and one at the target location, so technically it can fear 12 people.
    Looking for any guildies I used to play with:
    Havoc Warhammer - Alair
    LoC EQ2 - Mayi and Iskiab
    Condemned and Tabula Rasa - Rift - Iskiab
    Or anyone else I used to play games with in guilds I’ve forgotten
