LOL the game was doing fine before Crown Crates and it will continue to be fine after Crown Crates. This game never needed the crates.
It's very unlikely ESO will remove the crates even if the US law somehow passed. Most focus is on exploiting children and ESO is a game which isn't meant for children.
If they did get removed though I would imagine ZOS would either convert gems to crowns or just leave them and add some options to buy spend them on things to clear them out.
be careful of what you wish for... you most likely won't like what replaces it.

Is everyone happy that Bethesda will spend millions to fight the government for Crown Crates but will not use that money to have better servers and more man power to work on the game?
If a ban comes in, you won't be banned from spending the gems you already have, you will just not be able to gamble for more of them.
So, they would still be able to offer items for gem currency, but would (presumably) also start to offer them for a Crown price, too.
