It's about +33 stam per second in a normal Incap backbar setup. Of course it'll be more for War Machine users who have Incap frontbar (or double-slotted), but War Machine is probably a dead set with Tooth of Lokke incoming anyway.
+33 stam per second is the equivalent of 66 base regen, which is somewhere around the value of Minor Endurance (10% of 660 base regen equivalent) with blue food.

I agree that the Silence for 3 seconds on Incap is beyond OP. But the sustain passive is fine. Considering that you won't be double barring Incap, you won't be getting all that much sustain out of it. Not to mention the fact that we got Minor Endurance taken away (which is a massive loss of recovery).

Panic reaction for sure.
Magsorcs already have good sustain, they just have to use an ability and they don’t want to.
