This should be opened up to any Alliance's Motif, for an alliance loyal player there is no way of earning other alliance's motif's.

I forgot about the Jubilee boxes, mainly because I've never seen one drop although I know they are in the RNG.

Eh, I don't think it's fair to not include player interaction as a mechanic in an MMO--and these motifs become dirt-common during the event, so it's not exactly a difficult interaction, either.Thrice Empress, Forever Scrub2
