You could be right. I've been playing TESO with the same installation since December 2014. Most, but by no means all, of the problems I encounter are with the UI. Those might be remedied by a fresh installation of the game.seems like since my install is a few years old, that there's still tons of old code making my game not function as stated.

Whether it would be worth the countless hours to install and update the orginal TESO, then install and update each of the DLCs and two "Chapters" (so far), I tend to doubt it. The most serious issues that I have encountered are caused by a lack of integrity in the software and/or the hardware that executes the "megaserver". Re-installing the software also does not resolve any issues that arise from flaws in the game design.
A few things you could try before that.
1) do a game repair (assuming you haven’t already)
2) delete the shader file and the user.ini they will be rebuilt when you next launch the game. It will take slightly longer than normal and you’ll have to re apply some settings for graphics and such.
3) on windows open your command prompt and type in ipconfig /flushdns this won’t cause any harm to anything and may improve your overall performance.
If that doesn’t help anything you could try a reinstall.
