ZOS Dynamic Rotation Push?

I've noticed a several of these changes seem to be moving several builds/classes more toward a dynamic rotation, including the Necromancer skill timers. Any thoughts/observations from the other PTS testers? I am very curious about the Templar and Sorc changes.
