My friends account does not work

Hi ppl.
My friend got ESO on steam back in 2016.
The game has dissapeared from his steam library.
This means that he cannot run ESO. Steam does not help. Is there any way my friend can get direct customer support instead of troubleshooting options?
I made an ingame request for support but was told that he needs to make contact.

After that you can submit tickets for support. Otherwise have your friend make a post on the forums under help sections and someone from ZOS might be able to reach out to them.@Turelus - EU PC Megaserver
