For PVE its better, for pvp its debatably worse cause now it has less burst potential which is what it was mostly good for. Yes the overall dps is increased but 9/10 you need more burst than dps in pvp. Should of done that to the non dizzy morph so one is more about dps while the other is about burst.

33000 max resistance will be lowered by 5 percent which is around 1,5k? i guess most people running around have 20k ish which is 1k penetration. eh..
