PTS is up but Necro is still LOCKED

I preordered Elswyr and even proved that since I was missing the mount, to support. Now I can not create a necro because I don't have Elswyr? What are we testing here?

    You can still test out the base game changes (and a lot of other new items/changes) ... while ZOS looks into the issue.

    Nevermind I logged in with a normal toon then went back out and was able to create one...
