So either Shields are 6% too strong, or ZOS is still singling out shields as the only defensive mechanism that is directly punished. Sure there is defile which reduces healing, but it is offset by mending which increases healing by the same amount. At any rate, this set should not exist.
Though I have to admit, the current form is far better than the old version since it does not involve Oblivion Damage which is one of the most broken game mechanics in this game - right up there with Bleeds,perma-dodging enabled by cloaking, and Dodge / Block working perfectly fine in lag while Heals, Shields, and Cloak don't.

Definitely. I'll probably still use Fury or Ravager, but it's a lot better than it used to be, and far more versatile. It's a step in the right direction.

It was nothing but a revenge set indeed, which most enemies had stored in a dusty side bag.
Good to see that option being taken from them.
