Back then people used different sets in pve.😢

Proc damage sets are a good example of the problem of using one set of rules for two disparate game modes. Proc damage is balanced to be competitive at a DPS level in PVE (especially for less experienced players) which makes it OP at a burst level in PVP.

I would prefer PVP if it was limited to crafted armor and Cyrodiil/IC sets; perhaps with some pruning. This would also alleviate the gear grind for PVP players.

It would prevent PvE to suffer from PvP nerf and vice versa. Also it' be nice that best PvP set would be aquired while doing PvP and not from intense PvE farming.

    Sounds Interesting
I've always wondered why this isn't the case. They should scale on max stat though and not solely mag or stam. Also they should crit again.

Procs need a tweak, but this aint it.
The problem with a lot of sets (not just the proc ones) is the RNG element. I'd prefer to see PvP gear add more damage, or offer more protection, after you successfully land a number of attacks, or block, or dodge, so the player (and the opponent) have full control on what happens. Critical percentage is enough randomness.

With so much riding on RNG luck, skill is taking a back seat.

    Leave it Simple
why not take creativity out of the game (because with so many choices someone will always be able to game the system) and make everybody the same in pvp?
"The red pill and its opposite, the blue pill, are a popular cultural meme, a metaphor representing the choice between:

Knowledge, freedom, uncertainty and the brutal truths of reality (red pill)
Security, happiness, beauty, and the blissful ignorance of illusion (blue pill)"

Insight to Agree to Awesome Ratio = 1:6.04:2.76 as of 1/25/2019

Compared to people that I've ignored = I am 18% more insightful, 20% less agreeable, and 88% more awesome.
