I also had that problem this morning, put "https://patcher.elderscrollsonline.com/" (without the quotation marks) as an exception in my antivirus and then it started working again
Should mention that this fix was for the Avast Anitvirus, hopefully it works for you guys too.

Oh yeah sorry, i didnt see it created two different exceptions. One has http and the other is https. I just typed in patcher.elderscrollsonline.com and it kinda just added that to the start by itself!

Toggled off AVG, updated the launcher, toggled on AVG.
