Now is the great time to start the game... the game has solid, really big playerbase... everywhere you go, there are people.
I just lvled new char, not to mention that from 1-50 and to arround 400 cp is fairly easy to get and also quick. (Here you should use xp boosts - if you return now, you can have the 2019 event cake, which gives you xp boost for 2 hours when you eat it until 8th of may i think...)...
But to be honest, when i was lvling this char, i have never had the feeling how big playerbase in this game is... there are people everywhere... I play ESO for like 2 years now, last 10 months bit more active then before... and i really like the game.
I have problems only with quests, becaue i really do not like to lvl up same quests over and over.. and i only like to play 1 char...
So short anwser is, yes it is great time to come back..

Murkmire is totally stand alone.
Most of the dungeons-only DLC are stand alone, but Wrathstone (which is as of this date the latest content) is tied to all other content released in 2019.
The next content to be released in a chapter set in Elsweyr.

Game is still so popular and so populated, the queues for Dungeons and BGs break at prime time.
In AvAvA at prime time, you sit in a massive queue to even get into Cyrodiil
Some areas are so full of players, your FPS will drop to a PowerPoint level
so yes, the game is far, far, far from dying any time soon. It is so popular in fact, that it can't cope with the amount of people playing it

If you're not going to try something that looks good just because it might go away eventually, then you're just going to miss out on a lot of stuff. But, hey, they're your regrets.
Why do so many people resort to unhelpful moralizing in response to clear and reasonable questions? They're clearly asking if people think the game is doing well enough to warrant an investment of of their time, not requesting a sample of your life philosophy or seeking your approval for how to decide that investment.
