    I would divide them differently:

    The Fake Tank - a guy who puts Inner Fire on one of his bars and tanks random normal. He usually also makes more dps than the rest of his team combined.

    The *** Tank - a guy who taunts the boss and then kites them like a coward, preventing his whole team from using aoes.

    The Bad Tank - a guy who puts on heavy armor, all attribute points into health and thinks he can tank stuff but in reality has to be hard carried by a healer.

    The Real Tank - a guy who knows how damage mitigation works and attains maximum spell and physical resistance through buffs. He uses a shield to mitigate even more damage and prevent the boss from stunning him. He also uses a whole rotation of buffs and self healing abilities that make the healer obsolete. He allways taunts and positions enemies to maximise groups aoe damage. He is unkillable and almost never runs out of resources. The only thing he may need from time to time are some synergies to replenish those resources.
    Some of the best tanks even heal their teamembers in critical situations or even throw an orb or two to help with sustain (both of that only in dungeons and not on trials because of difficulty).

    Instead of thinking of the problem we need to think of a solution. My thoughts is need more engaging tanking which will necromancer will have for people.

    Tanking is engaging. Its pretty fun. Doesn't make me want to use the RDF though.

    The most common tank I encounter as DPS when doing a random vet:

    The Honest Tank - Has 11k health and promptly announces they have zero intention of taunting or holding aggro on anything and they only pretended to be a tank to have fast queue time.

    You forgot about off-tanking. I guess its only really a factor in trials and big groups, but the off-tank fills a pretty important role in many of the trials I have played thus far, and even in dungeons playing as the main tank, this kind of character is still very viable IMO.

    My off tank/heavy healer is an Argonian Templar - 40 Health/24 Magika. I run Earth Gore/Bloodspawn, Kragenac's Hope/Torugs Pact, and Lich Jewelry/Resto Staff on back bar - with Alessia's Bulwark weapon and shield on front bar. The Mage mundus stone for more magika. All my armor is actually divines, but I can reach the cap when I use the glyph, which I use often to take advantage of extra 8% damage reduction and increased heals.

    Final stats are around 35K health, 14 K Stamina, and 29K Magika with 1400ish mag regen with Kragenac's equipped, which I run a majority of the time.

    Basically, my tank can self-sustain in a fight pretty well without a healer, and when there is not a boss to tank in a trial, he can function very well as a healer. Stamina is a little low, but I run Tripots, so I get almost my full stam bar back every time I pop a potion. A combo of timing my blocks + mixing in heavy attacks when I get the chance + pots and Argonian passive give me enough stamina to get the job done. I've done vet dungeons with this build and acted as both the tank AND healer for a group of 3 DPS and usually have no issues.

    Its a fun setup IMO, and Kragenac's is a very underappreciated armor.
