I have already unlocked all skyshards in game on my main, except 2 in Cyrodil. Are you saying i can BUY unlocks for all my other alts?
If so -> The is just AMAZING! The grind this will save is BEYOND BELIEF! My gamingtime is very limtied so this is HUGE if this is official?
As others have said you won't be able to buy SP as just SP.
You will be able to unlocked the Skyshard related SP for each zone on alternate characters as long as at least one character on the account has the achievement for that zone.
It's designed as a time saver for those who don't want to farm all the zones Skyshards again with new characters.

This. If you really want to load up on skill points you still need to do the skill points quests (and some PvP)

You will not be able to obtain the ability to instantly unlock skillspoints with gold. Why not, ZOS should just sell maxxed out characters, 810 CP, full gold gearset of choice, fully leveled ALL skills in the game and all skilpoints.
