Do Skill Specific spell/weapon damage sets need a boost?

Do sets like Soulshine, Vampire Lord, Spelunkers need a damage tooltip boost? They aren’t widely applicable as the skills they encompass are extremely hard to encorportate into any playstyle fully. If so what type of boost do you think they should get? (I should have added a sets mechanics or other option, but I didn't think that far in advance)
Soulshine- (Adds 450 Spell Damage to your cast time and channeled abilities.)
Vampire Lord - (Adds 400 Spell Damage to your Vampire abilities. Reduces the cost of your Vampire abilities by 5%.)
Spelunkers- (Adds 400 Weapon Damage and Spell Damage to your Undaunted abilities. When an ally uses one of your Undaunted ability synergies you restore 1500 Stamina)

    I though these types of damage should be a bit more extreme since they are so hard to incorporate into any play style due to either limited skills available or significant cast times.

    The issue with buffing these sort of things is that it's metagame dependent. It's an issue right now that they are underperforming. What if sometime in the near future, there are viable builds that have dual wield front and back bar and use 9 out of 10 slots as dual wield abilities? Well the set associated with that would be outright broken at that point. So either the set ends up getting nerfed at that point (making it useless on every build) or the metagame has to be force shifted away from that play style.

    If they want to rebalance them I suggest something less dynamic.

    "If you have exactly 2 dual wield abilities on your skill bar, add +X weapon damage to all dual wield abilities"

    You can more safely balance this passive without worrying about min/max and it doesn't shoehorn builds into a specific set of skills to perform properly.

    I would have to say no, they don't need a boost. They're designed to enhance a more niche style of gameplay, rather than being used for a more rounded spec. War Maiden alone buffs certain skills immensely, and it's one of those niche sets. The tooltip on my Soul assault goes from 57k to 68k just by equipping WM, which is a huge jump from nothing but a 400 magic dmg increase. Anything higher would push it into obscenely overpowered territory, and the potential dmg in this game is already teetering right on that brink.

    You always have to think of the extremes. Lets say you buff soulshine to 1k spell damage. You would then have magplars using sweep, Jesus beam and soul assault to nuke people, or if you buffed Sword Dancer, it could make the spin to win problem go from bad to worse, just a few examples.

    Yes these are niche sets as they are now, but buff them too much and they are the next OP cheese set that causes a bunch of collateral nerfs and balance issues.

    I removed Sword Dancer and replaced it with more obscure sets because after a little bit of thought I can definitely predict Weapon skill lines being entirely too versitile for such big buffs.

    With as many sets as we have it is probably more effort than it is worth to have Zos keep them up to date and competitive with each other.

    Which of course OPs poll was purposely designed to be biased making it's limited entertainment value even less valuable. I expect Zos can see through that for what it is.

    I intentionally replaced sword dancer with some more obscure sets. But currently none of these sets perform anywhere near as well as some of the proc sets associated with the meta. In PVP or PVE no Templar can dispute that Soulshine is better than Spell Strategist for single target fights or 1v1, or Innate axiom in pvp for just a few examples.

    Because these sets are already fine. Silks of the Sun is already a popular PvP set for magDKs, and is also a viable choice for most endgame PvE content. Netch is admittedly not as useful, but the problem with the set is not that it doesn't offer enough spell dmg--there just aren't enough shock dmg abilities to justify using this set over others even on a magsorc. I don't think doubling the spell dmg is the right way to solve that issue though.

    I'd be cool with them getting buffed to 450 spell dmg to match Soulshine though.
