Craftable set dropped out of a chest?

I'm in Coldharbour and just pulled a Robe of the Eyes of Mara from a simple chest on the west end of the Orchard. It has no trait and no enchantment, just the set bonuses.
Anyone else have this happen before?

The craftable sets are also loot sets, you can either craft them or receive them from a drop (one of the things that is awesome in this game), the chests pull from the loot table, so yes they should be dropping from chests.0 -

Except literally no other craftable set does this, at no other level. This is the aberration.
