Low FPS - Need help optimizing

For some reason my FPS are pretty low when I know I should be getting more. Playing on "High" I'm only getting around 25FPS sometimes 30. Here are my Specs

AMD 8 Core CPU 4GHz 16MB
Patriot Viper Xtreme 16GB DDR3 1600MHz
Radeon 7770 Graphics card

I just don't understand it, how are my FPS's so low? What can I do besides lowering my in game settings, to optimize this and get at least 50FPS?

    I underlined the problem component. Don't get me wrong, the HD7770 is an excellent entry level graphics card. And it's sufficient to max out less GPU-intensive games like WOW. But to max out ESO, you are going to need a more powerful graphics card. The absolute minimum video card I would recommend to be able to max out the settings would be, on the AMD side, the HD7870 GHz edition (or the new R9-270x which is basically the same thing). Or on the Nvidia side, the GTX760 or GTX660ti. Obviously an even better video card is desirable, but this is the minimum. I would not recommend doing anti-aliasing unless you have a card better than the minimum, but these should suffice for all other settings at max.

    Now, your CPU is also going to limit you in CPU-heavy situations which you will run into in crowded cities and PVP. AMD CPU's just do not have the per-thread performance that Intel ones do. That said, yours should still do decent, but I would expect drops to the 20's/30's in very crowded situations, even with a capable video card.

    Really, my CPU? That's disconcerting to hear because I just had this built and spent good money on it. I understand if I need to upgrade my graphics card, if that was the sole issue I'd feel more at ease because that's an easy fix. But I thought my CPU was a great, how could I be bottlenecked at the CPU? Thanks for your response. So I guess all I can do unless I get a better graphics card would be to lower the in game settings? :(

    Well. I have an Intel I7 3770K 4.5ghz, 2xHD Radeon 7970, 16gb Ram at 1600mhz - Now as the game stands it only uses 1 of my cards, a small portion of my ram and only 1-2 cores in CPU are being utilized. Now that could be because the game isn't highly specced unlike FFXIV: A Realm Reborn or there's some hidden issues where the game itself isn't using the resources it has. I am not sure to be honest. Some cards do perform better in a full screen mode but unfortunately that isn't in the game yet. Right now its a maximized window with no boarders, so once they implement a true full screen mode, I am going to guess that things will improve.

    Pretty much. Your CPU isn't *bad*, but you are going to get less performance with it than you would with an equivalent Intel. The current Intel processors have about 20% more performance per thread than the AMD ones do. The AMD ones only shine when you can throw a lot of threads at them. And even then the i7's are still faster.

    But the video card is the immediate problem, and why you can't turn all the settings to ultra right now. Out in the world in less crowded areas, with a better video card, you should still get 60FPS on ultra. It will only drop in crowded areas and PVP. And to be honest, my i7-4770k/780ti still drops to 40FPS in those crowded conditions.

    I understand what you're saying about AMD vs Intel, AMD was just more affordable for what I needed. Constant 60FPS with drops to 40FPS I wouldn't even be able to notice the difference so I would be fine with that. I'll look into upgrading my graphics card down the road with something AMD compatible. If I get those FPS, I'd be satisfied.

    Have you tried lowering your settings to see if FPS improves? Because many of us have great PCs and have terrible FPS problems that should not be happening. And lowering game settings to the lowest possible does absolutely nothing to help FPS. Seems to be completely a game issue.

    You're actually wrong, it's his older-generation CPU... (see how he didn't list what it actually was?) Major improvements in cache technology have done a lot.

    I'm running PvP with distortion effects sunshafts grass and medium textures at 1080p on a GTX460... Maintaining easy 40-60 frames, even at the major chokes involving 200ish players.

    *I will record gameplay with bandicam to prove it.

    Paired with a 4670K (stock clock).

    List your CPU's specific identification OP. Also, processors over 4 cores are basically wasted for gaming. You want the highest possible single-threaded performance for gaming. Most games still aren't highly multithreaded.
