For some reason my FPS are pretty low when I know I should be getting more. Playing on "High" I'm only getting around 25FPS sometimes 30. Here are my Specs

I just don't understand it, how are my FPS's so low? What can I do besides lowering my in game settings, to optimize this and get at least 50FPS?
Really, my CPU? That's disconcerting to hear because I just had this built and spent good money on it. I understand if I need to upgrade my graphics card, if that was the sole issue I'd feel more at ease because that's an easy fix. But I thought my CPU was a great, how could I be bottlenecked at the CPU? Thanks for your response. So I guess all I can do unless I get a better graphics card would be to lower the in game settings?

I underlined the problem component. Don't get me wrong, the HD7770 is an excellent entry level graphics card. And it's sufficient to max out less GPU-intensive games like WOW. But to max out ESO, you are going to need a more powerful graphics card. The absolute minimum video card I would recommend to be able to max out the settings would be, on the AMD side, the HD7870 GHz edition (or the new R9-270x which is basically the same thing). Or on the Nvidia side, the GTX760 or GTX660ti. Obviously an even better video card is desirable, but this is the minimum. I would not recommend doing anti-aliasing unless you have a card better than the minimum, but these should suffice for all other settings at max.
Now, your CPU is also going to limit you in CPU-heavy situations which you will run into in crowded cities and PVP. AMD CPU's just do not have the per-thread performance that Intel ones do. That said, yours should still do decent, but I would expect drops to the 20's/30's in very crowded situations, even with a capable video card.
