You want zos to rebuild the game from the ground up? You want to be without new content for months or years while they figure out the change? Don't let the hype make you believe they can do anything, ESO is staying how it is, and the account migration is already a non negotiable no.
Some games might migrate quickly. ESO most definitely is not one of them.

Odd thing is I think it was available for 1 week only when they launched consoles so you had the choice of converting PC to console but not vice versa once you accepted it

ZoS problem is not just server swap but account restore.
If some hack your account and delete all your characters say an ex-girlfriend its nothing ZoS can do about it even if you has been an high level whale since launch.
Note that if you are an major steamer they might give you some templates gear packs and race changes, they does not want Xynode to use the rest of the year preaching that ESO is way worse than7 FO 76.
For the others its your problem we are working on our HA bow / ice staff builds.
Yes, its quite possible, I priced an similar way more data but simpler concept to around $100K

Don't get your hopes up. Console players will never be able to experience ESO without serious performance issues.

A quick search revealed articles from several leading gaming journals that concluded Stadia lag was quite noticeable but expected since lag is endemic in cloud platforms. The best analysis said you'll 'get used to it' after a while.

and in this post your problem begins to show. You have made an assumption. One based in nothing which is even worse.
I am going to tell you a little story. One based on fact. A network I used to work on, a network that had so many circuits we managed them like a telecom manages theirs.
Circuits we owned, when they malfunctioned we had them fixed in minutes to hours. We owned them and had the control to get them fixed as fast as possible.
Circuits we leased, when they malfunctioned it took the provider hours to days to get them fixed. We did not own them and were at the mercy of the provider.
Or course we strived to replace leased lines with lines we owned so we could have control.
So you want Zos to lease their servers and give up control which could easily lead to server downtimes or more persistent issues all because of a baseless assumption that things will be better. You do not even understand why there is server based lag to begin with as you do not even begin to try to speak to that.
Again, you have bought into hype rather than reality.
