That... might be the most compelling argument I could think of to actually make me enjoy the option...I am happy ZOS decided to make it illegal to be an necromancer and cannot wait to roll one and start being evil and getting huge bounties.

Vampire abilities don't actually incur Justice reactions. The feed synergy is considered an assault. Drain Essence and Batswarm are considered assault (or murder) if they're used on Justice NPCs, just like any other ability. But, you can use active Vampire abilities against hostile NPCs with impunity in front of witnesses.
Like I said, I hope that's getting a review.

Wouldn't an assault be considered a justice reaction? They way I took it, necromancer's summoning a corpse in front of a guard would illicit a reaction from said guard, same as if my vamp got caught feeding......
Surely in the wild, delves, etc, necros will be able to use their abilities. Just not in towns.

Yes, we know.
But it could easily be implemented that they be automatically get unsummoned when entering a "no combat pets allowed" area, and any who go and resummon them there... raise the ire of the town guards, yes?
