Basically, I think the Scholar personality is the actual culprit. My Argonian does seem to say “dragon” in the clip below, but it’s just funny that the timing worked out the way it did and I never knew it was in there prior to “Season of the Dragon” officially beginning.
Perhaps the Scholar was always a teaser (pun only slightly intended, @Tasear).

There's millions in gold and lots of rare stuff still sitting on my 70 WoW characters; ditto on my 50 RIFT ones. When I’m on my lowbie Argonian warden healer I get these random whispers from an unknown source. The voice is male. Possibly Khajiit, though it is difficult to tell, and he says 3-4 different things. The only word I can ever really make out is “dragon,” which is what makes me think it’s a teaser promo for Elsweyr.

However, there are always others as you enter the Vivec City refuge, so perhaps one of them has a personality, and I could hear that?
