If you don't have Summerset, you're forced to farm your jewelry, so if you decide on Briarheart being your body set, then you're using two dropped sets, and crafting one isn't an option.
Rare isn't a simple yes/no thing. There are degrees of rarity, and the Briarheart rings are a bit excessive.
Wrong. I have 5 pieces briarheart on body and hunding's on jewelry and weapons. Crafting is an option. Ask guildies to craft for you if you can't.

I have not tried these specific daggers but I can't sport two staffs from another dropped set unique. If course this is on different bars, so that might make a difference

I'm not sure if that's true for staves, feels weird to me if it is so. (And on different bars, it makes even less sense, because off-bar weapon is not even considered to be equipped at the given moment.) But I can testify that two named Briarheart daggers on DW bar work perfectly fine, and I'm pretty sure that a pair of named quest-awarded Spriggan's daggers work just as well.

Already using retraited named daggers. Got them as a reward for free.
