The base is high health + Clannfear
At 40k health, in non PvP, it's a 12k heal before heavy armor, CP, and passives. Easily get a 20k heal for 3k magicka
Easy way to get there is plague Doctor.
I personally like Dr + protective jewelry. You're looking at max resistance with CP 30k ish without.
You can then run any other set and any monster helm set.
I like max health + both Regen stats (gold food best)
In PvE you can run some like debuffs sets or whatever. In PvP x2 proc sets

Revokus✭✭✭✭✭2018: the only significant nerf was the lost of our 3rd bar, but one could argue that overload was buffed. Damage shields are still strong and easy to use even with the health cap.
Wrathstone: My sorc has more health and damage. Idk about other sorcs though.
Hmm overload was buffed yet nobody uses it 🤔🤔🤔

✭✭Magicka Sorcerer is fine in PVP/PVE.
Though sorcerer with pets is a bit OP in dueling/small scale PVP.
I understand that pets died way too often in the past, but now they are too resilient.
As for stamina sorcerer, well I don't play stamina sorcerer, but based on the opponents I faced, it is fine.
Though ZOS needs to remove oblivion damage from the game or nerf it heavily and reduce the damage received from bleeds, since both are currently OP.
Balancing the above 2 damage types is important and I do hope you will take my advice after careful consideration @ZOS_BrianWheeler

Pdoherty4637_ESO✭✭✭Overload is bad and desperately needs a rework. In general, magicka sorcerer (stamina too but less of an issue here) needs an effective burst ultimate. I use dawnbreaker and it works well, but why should I have to go outside the class when every other class has a relatively low cost burst ultimate: leap, incap, crescent sweep, guardians wrath (also needs some work). Anyone who doesn't play sorc or who is unfamiliar with Overload's myriad issues, I have a post regarding why it's a dumpster fire.1 -
Pdoherty4637_ESO✭✭✭As for the OPs question I find my sorcerer in a pretty good spot this patch, although I still have to slot lich and run harness magicka instead of ward ally for regen reasons. Fighting dragonknights is rough but that comes with the territory. Could use some more in class sustain and as above, a class based burst ultimate, a few of the passives adjusted to be more useful for non-pet sorc's but as long as I don't get nerf'd in elswyer I'm liking my BGs mag sorc.0
