✭Sometimes there is no maintenance, like last week. Normally its 3 -5 hours. Occasionally it's 8+ hours depending on major updates/issues.
So yes, it balances out to average around 4 hours a week over the course of the year

They have PC NA, PC Eu Servers, PS4 NA, Ps4 Eu Servers and Xbox One Na, Xbox One EU servers.Point is they have to work on all those and they have to make sure it all works. Because sometimes things can go wrong and its cheaper if they work both servers together at the same time .
It might have been easier if they had combined mega servers for the console players while having separate Na and Eu Servers for PC. But they choose to have separate ones for the consoles just like they do with pc and that is a factor and of course the costs of server maintenance. Not sure how much that is and I'm guessing it costs more for the consoles so they have to plan those out. Logic. Let me explain. We have no indicator of servers load but there is correlation between in general players in game and Cyrodiil campaigns population. During late night hours and morning ones population of Cyrodiil is rarely poplocked and this has its reflection on PvE zones (even main nodes like Belkarth in Craglorn are empty), but after 3-6 PM depending on time zone (most common working hours) population starts to grow really fast. If you don't agree with me I assume you have better evidence?I'm done with this game because of ZOS pushing us into Vengeance, because they don't know how to fix Cyrodiil.1 -

You confuse prime time and free time hours. Players in each time zone have other free time hours but there is just one prime time - it's when servers are loaded most meaning most players all over the world play on certain server.I'm done with this game because of ZOS pushing us into Vengeance, because they don't know how to fix Cyrodiil.0 -
