No, that's not technically correct. Back in the early days, EU was done in those early times for THEM, and the NA done as it is now. We both woke to a finished server, ready to go. Soon thereafter, that changed to how it is now, with the EU folks getting the short end of the stick, and having the server down in playing time.
I can only guess that they didn't want to pay the Germans to get up at the crack of sparrowfart to sort it. We EU's are second-class in the eyes of America. Or it has to do with being able to coordinate, I dunno.

Doesn't matter when maintenance is done - depending on time difference someone somewhere will always complain.
Whilst it can be disappointing if affected by downtime, generally speaking servers are down for only a few hours a week which is actually a very small price to pay for the necessity.
