We are aware of an issue with Razum-dar that can happen when the layer system does not update properly, leading to NPCs appearing twice. Players who can't interact with Razum-dar close to the broken tower should check their compass. Another quest marker indicates where to find the other version of the NPC, close to the north gate, that should be more talkative.

Unfortunately that quest marker that should indicate where to find the other version of the NPC, close to the North Gate, doesn't seem to be there. You see, I had already done the majority of this quest when the quest marker for "Investigate the <something> Shoals" was the next part of the quest and when I got to that quest marker, nothing was there. I tried so many things before I finally abandoned it, thinking I could start from the beginning and essentially 'reset' everything. But now, because I've advanced so far in the storyline on this little island, due to phasing / layering, he's just no longer available.
Is it possible to have the quest set back to the portion I was at prior to abandoning it, maybe it will allow me to finally investigate and then complete said quest? I know I had that done at least once or twice in other games when they've had errors in the quest like this, but I don't know what kind of framework you're working with, so if that's not possible, I suppose my only solution is to abandon the quest entirely and never complete it on this character, which saddens me greatly (as I'm a completionist), but what more can I do? Nothing until the bug gets worked out.
I appreciate you having taking the time to help. I hope people aren't being too hard on you guys, because this and the horse dismounting bug are literally the only two I've run into thus far and otherwise it's been a fantastically smooth launch as far as I can tell.
Usually /reloadui will allow NPCs to spawn again.
Though I am stuck on the Perils of diplomacy, the Green lady runs off and despaws after a few steps. Ive abandoned and restarted this quest several times.
