  The book https://en.uesp.net/wiki/Lore:Scaly_Steeds_of_Black_Marsh explains that the hist liked the forms of the mounts the other races had and made them based on them. They have a similar origin to argonian themselves. Here is a UESP note on both things

  ZOS is making the lore up as they go. Which in of itself isnt a bad thing since ESO generally is here to fill in gaps in the lore for this period and Tamriel overall. But the case of lizard mounts being lizard versions of other types of mounts is just down right lazy. Instead of creating new animations for new lizard mounts theyre slapping a skin on the preexisting animations and using some poorly crafted excuse as a lore reason.

  Argonian boimancy. They use hist-magic to reshape living forms for their uses. One tribe, that like to use frost spells even created the frozen and chilled version of a senche-lizard.
