Yes you need to add both ESO and the ESO Launcher to the exclusions list in Kapersky. Google Kapersky and exclusions for instructions. Also, if your running a hardware firewall, add Port Triggering, you can find the port list in the Support section.

Go to the support portal here and put in Cant install and the OS you have, this could be a C++ issue.
And your running as administrator?
I know there were a few support articles on install issues, but I am on my phone and cant seem to access them.
